OBJECTIVE OF THE SCHEME :- The scheme is intended to relieve to some extent the housing shortage mainly among the BEEDI, WORKERS. Since the District Collectors or Deputy Commissioner of respective Districts have been supervising and monitoring a large number of Housing Schemes like the Indira Awaas Yojana (IAY) \, the Ambedkar Valmiki Awas Yojana (VAMBAY) etc. of other Ministries/Departments of the Government of India, it has been decided that for the purpose of execution, supervision and effective monitoring/control of this Scheme also, the implementing agency will be the State Governments through District Collector or the Deputy Commissioner concerned, who will identify the eligible Beedi Workers, collect and scrutinize their applications, and send the proposal through the Labour Department of the concerned State Governments, to the Director General, Labour Welfare, Ministry of Labour and Employment, Government of India, for grant of administrative approval to avail housing subsidy of Rs. 40,000/- for construction of a house by an Individual Beedi Worker and for Group Housing Colony for the Beedi Workers. The benefit of above Scheme would also be available to the Non-coal Mine Workers, engaged in the Iron Ore Mines, Manganese Ore Mines & Chrome Ore Mines (IOMC) and Limestone Ore Mines, Dolomite Ore Mines (LSDM) and Mica Ore Mines, under their respective Workers Welfare Funds. 2.
The details of the revised scheme are as under :- (a) LAND:- (i) The houses may be constructed on the land site possessed by the Beedi worker himself jointly/severally with other members of his family or on land given by the State Government/Gram Sabha with a clear title in the name of the workers. The land area should be not less than 60 Square Yard. However, housing subsidy may also be granted to the owner of the plot of smaller area/size provided the plinth area of the constructed house is not less than 160 Square Feet. In case of economically weaker sections, Scheduled Castes and Scheduled Tribes, who are allotted land by the State Government or local bodies, the exclusive ownership of land shall not be insisted upon and plot of small area/sizes can be considered for grant of subsidy provided the plinth area of the houses constructed is around 160 Square Feet and the standards and specifications laid down in Indira Awaas Yojana are broadly followed. (ii) The houses may also be constructed on land allotted by the State Government/Gram Sabha. The land allotted by the State Government and having leasehold right for not less than 20 years, with further provisions for extension of lease, will qualify for grant of subsidy.
(b) Cost:-The minimum cost of construction would be Rs. 45,000/- per tenement. If the cost of dwelling unit goes beyond Rs. 45,000/- (Rs. 40,000 Central subsidy + Rs. 5,000/- worker’s contribution) the balance amount will have to be borne by the worker either through his own resources or assistance in the form of loan from financial institutions like HUDCO etc, or contribution from the State Government in the form of subsidy/loan, if any. A dwelling unit costing up to Rs. 1.00 lakh would be admissible for construction under the Scheme.
(c) MODE OF APPLICATION :- The applications in the prescribed form completed in all respects, alongwith the contribution of the worker @ Rs. 5,000/- per tenement, from the eligible beneficiary, shall be deposited by the Beedi Worker with the District Collector/Deputy Commissioner of the concerned district or any authority nominated/appointed by him, alongwith his application form. The District Collector or the Deputy Commissioner will identity the eligible beedi workers, collect and scrutinize their applications and will prepare and send the proposal, with his recommendations, through Labour Department of the concerned State Government to the Director General, Labour Welfare (DGLW), Ministry of Labour & Employment, Govt. of India, for granting administrative approval and release of subsidy.
(d) SUBSIDY:- A uniform Central subsidy Rs. 40,000/- per worker per house will be granted. The first installment of the subsidy i.e. Rs. 20,000/- would be released at the time of grant of administrative approval for the purpose of construction of the house till the roof level. The Second Installment of the subsidy will be released on the construction reaching roof level and for the purpose of completing the construction. However, the entire amount of subsidy @ Rs. 40,000/- per house per worker will be released to the respective State Government in the beginning of the financial year.
(e) RELEASE OF SUBSIDY:- A uniform subsidy @ Rs. 40,000/- per tenement would be released to the respective State Governments during the beginning of each financial year. The State Government would release the subsidy to the respective District Collector/Deputy Commissioner of the concerned district in two equal installments. The first installment of the subsidy i.e. Rs. 20,000/- would be released by the respective State Government on the basis of administrative approval granted by the DGLW. The Second Installment of the subsidy would be released by the State Government on reaching the construction of roof level, after satisfying about the utility of the 1st installment. The District Collector/the Deputy Commissioner will designate an inspecting authority to inspect each tenement during the construction phase and after its completion.
(f) UTILIZATION CERTIFICATE :- a Combined Utilization Certificate/Completion Certificate will be sent by the District Collector/Deputy Commissioner to the Director General Labour Welfare, Ministry of Labour and Employment, Government of India, New Delhi, through the respective State Government. The procedure and proforma for the Check-lists and Utilization Certificates, for the release of first installment as well as release of the subsequent installments, and completion certifidcate etc. shall be on the lines of those obtaining under the Indira Awaas Yojana of the Union Ministry of Rural Development, New Delhi. (
g) OWNERSHIP OF TENEMENTS :- The State Government through its Labour Secretary will enter into an agreement with the Union Labour & Employment Ministry, Govt. of India, as prescribed. It will also furnish within one month of the close of the financial year in which subsidy is released, the utilization certificate as prescribed.
(h) CONDITIONS FOR ELIGIBILITY:- (i) Any beedi worker whether an employee of an establishment or a Ghar Khatta worker who has been engaged in the beedi industry for not less than one year. A worker shall be allowed to construct only one house. The monthly income of the family should not exceed Rs. 6,500/- per month. (ii) The worker should have a land in his/her name or on land allotted by the State Government/Gram Sabha and would also contribute in the form of personal/family manual labour for construction of the tenement. (iii) The applicant beedi worker would deposit an amount of Rs. 5,000/- as worker’s contribution with the District Collector or Dy. Commissioner of the concerned district alongwith the application form. (iv) The applicant beedi worker should not have a House in his/her own name or in the name his/her spouse or any of the dependents. (v) The applicant beedi worker or his/her spouse or any of the dependents should not have earlier availed the facility of financial assistance under any housing scheme of the Government. (vi) The house/flat will be completed within a period of 18 months. (vii) All the above conditions of eligibility would be applicable to Iron Ore/Lime Stone Ore, Dolomite Ore, Chrome/Mica Ore & Manganese Ore Mine workers except in their case; the family monthly income should not exceed Rs. 10,000/-. (i) PLAN, STANDARE, SPECIFICATION AND CONSTRUCTION :- Each dwelling unit should, at least, have a living room with a closet area for the cooking, a bath room and a toilet within a plinth area of not less than 160 square feet. The plan should be got approved by the State Government or its agencies, but the specifications chosen will be such as will make the house durable. The tenements shall be constructed in a good, substantial and habitable manner and their estimated life should not be less than 20 years. The standard type design will, however, depend on local climatic conditions and beneficiary’s specific requirements. Each dwelling unit should have facilities like electricity, drinking water and water for conservancy and sanitation. However, the above standards are in the nature of minimum and there would be no objection to adoption of better specification and higher standards by individual workers while constructing their own houses under the scheme. The remaining finances in that case could be raised by the worker either by loan/contribution from the State Governments or any other agencies like HUDCO or financial institutions/Bank etc. The State Governments may also provide financial assistance in the form of State subsidy to enable the workers to construct house of better specification and higher standards.
(j) PENALTIES & INRTEREST :- If the tenements are not constructed and completed in all respects within the stipulated period/extended period, the amount of subsidy shall be forfeited and shall be recovered alongwith penal interest to be determined by Govt. of Inida from time to time. The subsidy and such penal interest shall be recovered as arrears of land revenue.
(k) No additional staff or creation of new staff by the State Government would be allowed. No additional expenditure would be allowed to the State Government. Infrastructure facilities would be provided by the State Government. No other fund for any other purpose, other than specified in the Scheme, will be granted to the State Government. Responsibility of supervision, implementation and control would vest with the State Government. 3. IMPLEMENTATION OF SCHEME & RELEASE OF SUBSIDY:- (i) The Revised Integrated Housing Scheme (RIHS), 2005 for Beedi Workers etc. will be applicable with immediate effect i.e. on or after 25th May, 2005. Past cases where sanction has already been granted would be considered under the existing Integrated Housing Scheme, 2004, whose benefits are also available to the Non-coal mine workers. (ii) The release of subsidy will be subject to availability of funds for the purpose during the financial year. 4. Director General (Labour Welfare) or officers from the Ministry and/or Labour Welfare Organization will make a random check of construction of house, from time to time, to ensure the proper utilization of housing subsidy. 5. GENERAL :- The Director General Labour Welfare, Ministry of Labour & Employment, Govt. of India, will grant administrative approval and sanction release of the subsidy for the construction of houses in respect of the proposals received from the State Government. 6. RELAXATION :- Ministry of Labour may relax any or more conditions of the scheme or related matter pertaining to the Scheme, in exceptional circumstances, or where it is satisfied that such condition/ conditions are likely to cause hardship to the worker/workers.
