  • India's manned moon mission by 2020
    India would be able to send a manned mission to the moon by 2020,while the second unmanned spacecraft would be ready by 2012, said a top space scientist who was involved in the successful launch of Chandrayaan-1.

    "If everything goes as per the plan, we will be ready to send a man to moon by 2020," said Jitendranath Goswami, director of the Physical Research Laboratory (PRL), Ahmedabad.

    PRL is the laboratory that helped build a payload called the high energy X-ray spectrometer that will look for water ice in the polar regions of the moon. Goswami, who hails from Assam, was Saturday interacting with students, journalists, and academics, in Guwahati.

    "Maybe in 50 years from now, there will be an alternate space to live in Mars," the space scientist said. Goswami said he felt proud to be part of the historic moon mission and spelt out other programmes in the pipeline.

    "As a scientist I have miles to go," Goswami was modest in his reply to a question as to how he felt being part of Chandrayaan-1. "But we're not in any great hurry. We're hoping to get data (from Chandrayaan-1) for a long time."
    He stressed on the need to help children get attracted towards science and space technology by urging parents to do something inspirational. "Parents and guardians can inspire their children to achieve something in life," Goswami said.

  • Bank wage arrears to be paid by Feb. 2010 Indian Banks' Association (IBA)
    The bank employees and officers will get a bonanza from the wage settlement arrived at on Friday between the bank unions and Indian Banks' Association (IBA). The Income Tax Department will also collect some amount as tax deducted at source (TDS) from the near Rs. 10,000 crore of wage arrears that are likely to be distributed in cash sometime in February next year, sources said.

    "It will take three months for us to finalize the settlement and implement it. The arrears for two years and three months (since November 2007) are likely to be disbursed in cash at one go," C.H.Venkatachalam, Convenor, United Forum of Bank Unions (UFBU), told Business Line. He also said that the annual average per capita increase for public sector bank officers would be Rs. 91,800 and in the case of workmen employees it would be Rs. 56,200.

    Just as the Sixth Pay Commission award for government employees had a positive impact on the economy and increased demand, the payment of arrears in cash to bank employees is also likely to give a boost to the growth impulses. This is even as the quantum of arrear payout under the ninth bipartite settlement being substantially lower than the arrear payment under the Sixth Pay Commission award.
    Under the settlement, public sector banks have agreed to an aggregate annual wage increase of Rs. 4,816 crore (17.5 percent increase over wage bill of Rs. 27,520 crore as on end-March 2007). This amount of Rs. 4,816 crore pertains to only public sector banks and there will be a similar 17.5 percent wage hike for employees and officers in old generation private banks and a few foreign banks, Venkatachalam said.

  • CWG 2010 - After prayers, CM threatens contractors
    Raising concern over the delay in projects related to the CWG 2010, the CM on Monday, Dec 21 threatened blacklisting of contractors failing to complete the construction in time.

    "We cannot afford to let down our nation and we are committed to make Commonwealth Games 2010 a grand success,” Dikshit said while speaking at a function in the capital.

    "The government will not listen to any excuses for delay in projects completion and contractors responsible for delays would be blacklisted apart from other contractual actions (being taken) against them," she added.

    With the mega event just eight months away, the CM has directed all the concerned departments to take steps for completion of projects and to work in tandem in order to avoid any confusion which may cause delay.

    Further, speaking on the civility campaign launched by the government for awareness about courtesy, etiquettes and good manners, Dikshit said, "As the host city, we have to work together to make the prestigious Games a memorable event which has provided excellent opportunity to take up enormous projects simultaneously. The developed infrastructure will become an integral part of legacy."

  • Govt releases progress report for CWG preparations 2010
    The sports ministry on Monday released the progress report on the preparation of athletes for the Commonwealth Games. In a statement, the ministry provided details of the 1126 elite athletes from 18 disciplines undergoing intensive training in a fully-funded programme that includes participating in competitions outside the country.

    As many as 192 coaches, including both Indian and foreigners, with a support staff of 79 are also part of the programme called “Preparation of Indian Teams for Commonwealth Games 2010”.

    The ministry also clarified that the beneficiaries were being assessed at regular intervals through pre-decided parameters besides providing the break-up of the participants. The list includes 105 in aquatics, 64 in archery, 171 athletes, 40 in badminton, 42 boxers, 53 cyclists, 59 in gymnasts, 72 in hockey, 30 each in lawnball and netball, 28 in rugby 7s, 146 shooters, 27 squash players, table tennis 36, tennis 40, weightlifting 54, wrestling 85 and 44 from para sports.

    Jawaharlal Nehru National Urban Renewal Mission.

    Under Jawaharlal Nehru National Urban Renewal Mission, started by Central Government, till now 85 projects amounting to Rs. 12,204 crore have been approved for the State of Maharashtra. Out of this Rs. 2,016 crore have been released by Central Government to State Government.
    The State of Maharashtra is in forefront in the whole Country in receiving funds under the scheme.


    (1) The objectives of the JNNURM are to ensure that the following are achieved in the urban sector;.
    (a) Focussed attention to integrated development of infrastructure services in cities covered under the Mission;.
    (b) Establishment of linkages between asset-creation and asset-management through a slew of reforms for long-term project sustainability;.
    (c) Ensuring adequate funds to meet the deficiencies in urban infrastructural services;.
    (d) Planned development of identified cities including peri-urban areas, outgrowths and urban corridors leading to dispersed urbanisation;.
    (e) Scale-up delivery of civic amenities and provision of utilities with emphasis on universal access to the urban poor;.
    (f ) Special focus on urban renewal programme for the old city areas to reduce congestion; and
    (g) Provision of basic services to the urban poor including security of tenure at affordable prices, improved housing, water supply and sanitation, and ensuring delivery of other existing universal services of the government for education, health and social security.

  • Bandra-Worli Sea Link Project.
    Bandra-Worli Sea Link Project is about to be completed. Four lanes of this bridge are planned to be opened to traffic by end of June, 2009. Till date an expenditure of Rs. 1,265 crore has been incurred on this project.

    Commuters in Mumbai will take a huge relief today, as the much-awaited Bandra Worli Sea Link (BWSL) will open to public today. The Sea Link will make the travel between Bandra and Worli possible in just 7 minutes instead of 45 minutes. The project took 5 years for completion and came at the cost of Rs 1,634 crore. Congress President Sonia Gandhi will inaugurate the Bandra Worli Sea Link Project today.

    Till date, the Mahim Causeway was the only link connecting Bandra and Worli. With the new sea link set to be launched, a revolution in Mumbai's history will be written. This is the first-ever Sea Link project in India.

    According to estimates. almost 1 lakh visitors or more will use this new sea link route everyday during the peak hours. The Bandra Worli Sea Link Project was conceived in 1962. It was finally implemented by the Maharashtra State Road Development Corporation.

    The bridge of Sea Link project is 4-km long in the sea and 1.6-km long in road. Total length of the sea link is 5.6 km. The link has a toll plaza of 16 lanes. It will save fuel to the tune of Rs 260 crore annually. There will be separate charges for light vehicles and heavy vehicles to use this sea link.

  • NABARD Assisted Road Development.
    A loan of Rs. 2,415 crore is received from NABARD for the improvement of road and out of which road length of 16,125 kilometer has been improved. For the year 2009-10 under this scheme for road development an outlay of Rs. 475 crore has been proposed from which a target of evelopment of 1,500 kilometer length of roads has been kept.

    NABARD has been supporting market related promotional interventions for sustenance of the rural enterprises. Towards this end, NABARD has introduced grant support for rural marketing outlets, sponsored design development programmes, organised major marketing events at New Delhi (Dilli Haat), Kolkata (Swabhumi), Lucknow (Lucknow Mahotsav), Aurangabad (Ellora - Aurangabad Festival) Pune (NABARD Mahotsav) and Chandigarh (Gramin Udyami Mela). Continuing these initiatives, NABARD sponsored participation of rural artisans in MAHALAXMI SARAS 2005” organised by the Government of Maharashtra and Government of India from 23 December 2005 to 03 January 2006 at Bandra Reclamation, Mumbai. NABARD provided Rs.5.00 lakh as grant assistance for sponsoring 25 stalls and accommodation for the artisans from across the country. In addition to this, the participating artisans were reimbursed their travelling and miscellaneous expenses.

    The State Income i.e. Net State Domestic Product at current prices, for
    the year 2007-08 was estimated at Rs. 5,04,951 crore, which was more by
    16.1 per cent than that for the year 2006-07. The per capita National
    Income for the year 2007-08 is estimated at Rs. 33,283, while the per
    capita Income of Maharashtra is Rs. 47,051.

  • New Tatkal Scheme by Indian Railway

    Tatkal Scheme

    • Tatkal booking opens at 8 AM on Two days in advance actual date of journey excluding date of journey w.e.f. of 01-08-2009, e.g. for train leaving on 6th, Tatkal Booking will Commence at 8 AM on 4th.

    • No identity proof is required to be produced by the passenger seeking reservation under tatkal scheme neither at the time of booking nor during the journey.

    • Powers for earmarking of Tatkal accommodation in different classes have been delegated to Zonal Railways who take a decision in this regard keeping in view the utilization pattern in that class during the previous financial year as well as availability of accommodation. The accommodation so earmarked, however, in no case exceed the maximum Tatkal accommodation permissible to be earmarked as per extant instructions, which is as under:-

    • The facility of change of name is not permitted on the bookings made under Tatkal scheme.

    • The reservation under Tatkal scheme shall be available only upto the time of preparation of charts.

    • For the purpose of granting refunds & issuing TDRs for W/L, the time limit will be the same as applicable for refund of normal tickets.

    • The booking in Tatkal scheme will be done only from originating to terminating point of the train with boarding facility from intermediate station. However, Zonal railways have been given the discretion of imposing restrictions on Tatkal booking regarding defining trains as end-to-end or keeping it free or imposing distance restrictions etc. Keeping in view the over all utilization of the accommodation available in the train.

    • REFUNDS - A flat refund of 25% of total fare charged on the ticket, excluding tatkal charge is granted on cancellation of tatkal ticket, which is presented for cancellation upto 24 hours before the scheduled departure of the train. However, full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme in the following circumstances :-

    • If the train is delayed by more than 3 hours at the journey originating point of the passenger & not the boarding point if the passenger's journey originating point and boarding point are different.

    • If the train is to run on a diverted route and passenger is not willing to travel.

    • If the train is to run on diverted route and boarding station or the destination or both the stations are not on the diverted route.

    • In case of non attachment of coach in which Tatkal accommodation has been earmarked and the passenger has not been provided accommodation in the same class.

    • If the party has been accommodated in lower class and does not want to travel. In case the party travels in lower class, the passenger will be given refund of difference of fare and also the difference of Tatkal charges, if any.

    Sub: Time limit for Advance Reservation Period under Tatkal Schema.

    It has been decided to reduce the Advance Reservation Period (ARP) under Tatkal Schema from 05(five) days to 02 (two) days (excluding the date of journey) w.e.f. 01.08.2009. For this purpose the following course of action will have to be adopted:-

    Reservation under Tatkal schema as per earlier ARP of five days shall continue till 26.7.2009.

    For journey commencing w.e.f. 01-8-2009, the ARP shall be two days by reducing ARP gradually w.e.f. 27.7.2009 as per details given below:-

  • Sensex up 104 pts in early trade, Oil lists at 7% premium
    The Bombay Stock Exchange benchmark Sensex shot up by nearly 104 points in early trade on Wednesday on higher capital inflows from foreign funds even as global markets were under pressure.

    Also, shares of Oil India which were listed on the bourses today attracted over 7 per cent premium at Rs 1,127 against the offered price of Rs 1,050.



    The 30-share BSE Sensex rose by 103.69 points to 16,956.60 points in opening trade with oil and gas, IT, metals and auto sector stocks leading the rally. The BSE barometer had gained 159.91 points in Tuesday's trading.

    Similarly, the wide-based National Stock Exchange index Nifty moved up by 23.40 points to 5,029.25.

    Stock brokers said sustained buying by both foreign and domestic funds mainly bolstered the trading sentiment but gains were restricted following overnight losses on the US markets and weak trend in other Asian markets.

    The other major gainers were Reliance Industries by 0.37 per cent to Rs 2,174.10, ONGC by 0.59 per cent to Rs 1,193.20, Infosys Technologies by 0.47 per cent to Rs 2,298.50, TCS by

    1.06 per cent to Rs 616.90, Sterlite Industries by 0.97 per cent to Rs 756.70 and Rcom by 0.35 per cent to Rs 300.80.

    In the international market, the US Dow Jones Industrial Average closed 0.48 per cent down in Tuesday's trading, while today in the morning Hong Kong's Hang Seng Index fell by

    0.55 per cent and Japan's Nikkei was down by 0.65 per cent.

    Ref: Railway Board's letter of even number dated 01.12.08.

    The employees Federations raised certain issues relating to National Holiday Allowance with reference to Board's letter above. The matter has accordingly been reexamined and it has been decided to revise the last pay range slab i.e. Rs.9701-23730 appearing at S.No. 3 of the table contained in Railway Board's letter dated 1.12.08(RBE No. 190/08), as Rs.9701-26170. The revised pay range slabs will now be as under:-
