    Broad Guidelines for Utilization of Funds for BPL Census and Allied
    Activities

    1.   With a view that the benefits of various schemes of Ministry of Rural Development reach to the target groups, to maintain uniformity in criteria for identification of BPL households and for effective planning and financial management the Ministry of Rural Development provides financial and technical support to the States/UTs for identification of the BPL households through Below Poverty Line Census.
    2.   The forthcoming BPL census and all the allied activities such as pilot and PRA exercise will be conducted by the respective State/UT. The Ministry of Rural Development will provide technical including methodology and financial support for this purpose.
    3.   Funds to all the States/UTs would be provided in two installments. First installment has already been released vide sanction No. No. Q-16025/8/2006-AI (RD) (Pt.) dated 31st March 2010. The second installment would be released after of utilization of 75% of funds already released. Details of State wise funds released are at Annexure -I Funds should be utilized for the purpose (i.e. for BPL Census and allied activities) for which these have been released. No diversion of funds is permissible. State Government furnish utilization certificate for the final expenditure within one year for the date of release of 2nd installment and any unspent balance, if any, shall be refunded to Government of India Account.
