• Announcement of 60% Arrears from Finance Ministry has been released just now...!
    Subject: Payment of second instalment of arrears on account of implementation of Sixth Central Pay Commission's recommendations.


    As communicated vide this Department's Resolution No.l/l/2008-IC dated 29th August, 2008, the Government had decided that the arrears on account of implementation of Sixth Central Pay Commission's recommendations will be paid in cash in two instalments - first instalment of 40% during the year 2008-09 and the remaining 60% in the financial year 2009-10. The first instalment has already been paid in 2008-09. It has now been decided that the remaining 60% of arrears may now be paid to the concerned Government servants.


    2. Further, as already stipulated vide this Department's O.M. No 1 (2)/ EV/2008 dated 17th August, 2009, in the case of post - 0l.01.2004 entrants into the Central Government, the second instalment of arrears may be released only after individual application forms for registration to the New Pension Scheme have been obtained by the DDO/PAO from the concerned Government servant.


    3. As in the case of the first instalment of arrears, Government servants will be permitted to deposit their arrears in their GPF Accounts. Though not mandated, Government servants are encouraged to deposit their arrears in their GPF accounts.

    The employees Federations raised certain issues relating to National Holiday Allowance with reference to Board's letter above. The matter has accordingly been reexamined and it has been decided to revise the last pay range slab i.e. Rs.9701-23730 appearing at S.No. 3 of the table contained in Railway Board's letter dated 1.12.08(RBE No. 190/08), as Rs.9701-26170.     Expecting an increase upto Rs.1.5 lakhs Income Tax exemptions under Section-80C. one of the most important provisions for investors in the tax laws
    What is Income Tax Section-80C?
    The government, in order to encourage savings, gives tax breaks to certain financial products as discussed in Section 80C of the Income Tax Act. These investments are often referred to as 80C investments.

    In India only Government Employees are paying their Income Tax regularly. The salary and other income of a Government Servant are calculated exactly and the amount for the tax is recovered in the early stages itself at their respective departments. Hence, Government Employees will be delighted to hear if any increase in the individual Income Tax exemption limit.

    But there is no indication of an increase in individual Income Tax limit. In contrast, there will be a change in the Income Tax exemption under 80C. Now the limit of savings under 80C is one lakh and the expected limit is Rs. 1.5 lakhs. Even though this doesn’t make a hue difference, it can benefit some employees.

    Regarding the Income Tax, an individual can earn upto 1.5 lakhs without tax in a year. After that, 10% is deducted upto Rs.3 lakhs. 20% deducted from Rs.3 lakhs to Rs.5 lakhs and 30% is deducted from Rs.5 lakhs and above. For women, there is not tax upto Rs. 1.8 lakhs and for Senior Citizens, no tax upto Rs.2.25 lakhs.

    Subject:- OA No. 504 of 2009 filed in the Central Administrative Tribunal, Ernakulam Bench - Grant of additional pension on attaining the age of 80 years regarding.


    The following Applications filed OA No. 504 of 2009 in the Central Administrative Tribunal, Ernakulam Bench seeking direction of the hon'ble CAT that the pensioners/family pensioners may be given the additional quantum of pension/family pension, in terms of Department of Pension & PW Resolution No.38/37/08-P&PW(A) dated 29.8.2008, OM No.38/48/09-P&PW(A) (pt.I) dated 3.10.2008, just after their completion of the age of 79 years:

    1. Sothern Railway Pensioners Association, Gopalan Vaidyar's Compound, Tileri Road, Bolar, Mangalore.

    2. Shri.K.Gopal Shenoy, Retired Wireless Inspector(Railways), Old Canara Bank Building, Padavinagadi, Konchady Post. Mangalore.
    3. Kamalaksha, Retired Railway Trollyman, Nadukar House, Kalnad Village, Kasaragod District-670 217.

    2. The Central Administrative Tribunel, Eranakulam Bench, in its Order dated 28.7.2009 disposed of the above OA with the following advice to the Secretary, Department of Pension & Pensioners Welfare: "To consider the representations at Annexures A-4 to A-6 along with the grounds raised in the OA and pass a suitable order within a period of two months from the date of communication of this order"

    3. In compliance of the above advice of the Hon'ble CAT, the representations at Annexure A-4 to A-6 and the grounds raised in para 5 of the OA No. 504 of 2009 have been examined in the Department of Pension & Pensioners Welfare.

    4. The thrust of the arguement made in the representations/OA is that a person attains the age of 80 years on completion of the age of 79 years and, therefore, the additional quantum of pension available on attaining the age of 80 years should be paid immediately on completion of the age of 79 years.

    5. The above argument of the Applicants is on account of misinterpretation of the meaning of the phrse "attaining the age of". The position in the Rules regulating the service conditions of the Government servants in this respeect is well settled. In accordance with Rule 56 of the Fundamental Rules applicable to the Government servants, a Government servant retires from service on the afternoon of the last day of the month in which he attains the age of 60 years. Accordingly, a Government servant retires on the afternoon of teh lsat day of the month in which he completes the age of 60 years and not in the month in which he completes the age of 59 years. On this analogy, the additional pension/family pension on attaining the age of 80 years has to be paid only after the pensioner completes the age of 80 years and not after he completes the age of 79 years.

    6. In para 5(M) of the OA, the Applicants have referred to the Venkataramani Iyer's Law laxicon with Leagal Maxima (Reprint 1991) according to which a person attains the 21 years "on the day preceding the anniversary of his 21st Birthday". In terms of this definition itself, a person born on 5.4.1988 attains the age of 21 years on 4.4.2009 and not on 5.4.2008

    7. It is clear from the above that a person attains the age of 80 years only when he completes the age of 80 years and not when he completes the age of 79 years. However, for the sake of convenience, it has been provided in the orders issued by this Department that the additional quantum fo pension/family pension, on attaining the age of 80 years and above, would be admissiable from the 1st day of the month in which the date of birth falls...

    8. In the light of the foregoing, the request of the Applicants for payment of the additional quantum of pension available on attainging the age of 80 years immediately on completion of the age of 79 years is not agreed to.

    9. This issues with the approval of Secretary, Department of Pension & Pensioner's Welfare.

    Businesses engaged in the buying and selling of goods within the scope of the VAT law are referred to as dealers. The meaning of ‘sale’ for VAT purposes A transaction of sale can be a:

    sale of goods under hire-purchase system;

    deemed sale of goods used / supplied in the course of execution of works contract;

    deemed sale of goods given on lease.

    The rate of tax applicable to the goods sold under various classes of sales is uniform. However, in respect of normal sales of goods and deemed sales of goods under works contract and specified deemed sale of goods given on lease, the Act provides for an optional method for discharging tax liability by way of composition. Being so, the tax liability has to be determined with reference to the option exercised by the dealer for discharging tax liability.

    United Forum of Bank Unions (UFBU) is planning to launch an agitation in pursuit of their demand for wage settlement and other pending

    issues including pension and compassionate appointment. S Nagarajan, deputy general secretary, All India Bank Officers' Association who addressed the D K district unit member here recently said this was inevitable given the failure of talks between UFBU and Indian Bank Association..

    Giving a brief account of the outcome of the latest bipartite talks held between Indian Bank's Association (IBA) and the UFBU, Nagarajan said now that the talks had failed, members have to be ready for any agitation programmes to be launched by UFBU in pursuit of their above mentioned demands. He impressed upon the members that adamant attitude of the IBA and government had compelled the AIBOA to resort to path of agitation.

    Under the circumstances there can be no gain without pain. Unions demand fair and reasonable settlement of salary and other issues at the earliest, he said. P R Karanth, general secretary, Karnataka Bank Employees’ Association and joint secretary of AIBEA urged the members to take active part in proposed strike on June 12 to make it a success. Ravindra Aithal, president, Karnataka Bank Officers' Organisation spoke.

    B S Aggithaya, president, AIBOA, D K district unit presided over the meeting. K Raghava, general secretary, AIBOA, DK district unit welcomed the gathering.

  • AU teachers to get 40% arrear - Sixth pay commission
    This year's Holi would be sweeter for around 800 teachers of the Allahabad University and its constituent colleges as the authorities of
    the varsity have released an order regarding disbursement of 40 per cent of their Sixth Pay Commission arrears.

    "The orders have been signed on February 21 and the amount of arrears would be transferred to respective accounts in the first week of March," said JN Mishra, officiating finance officer, AU. "The new pay scales, recommended by the Sixth Pay Commission, are effective from January 1, 2006," he added.

    Besides, giving the arrears, the varsity authorities have also issued orders sanctioning payment of two increments to constituent college teachers who have a PhD. The orders meet a longstanding demand of the college teachers as their university counterparts were already getting the increments.

    The pay revision order paves way for all AU professors, including the vice-chancellor, getting Rs 2.5 lakh, all readers, both of the varsity and the colleges, getting Rs 1.5 lakh and all lecturers getting Rs 1 lakh as arrears. The university plans to disburse the remaining (60 per cent) amount once it gets the all-clear from the University Grants Commission (UGC). The varsity is set to bear a burden of about Rs 15 cr disbursing the said amount.

    The order, issued by the varsity registrar Firdaus A Wani, has been sent to all heads of departments, directors of institutes and principals of the constituent colleges. The disbursement is on an ad-hoc basis as it would be disbursed only after taking an undertaking from all beneficiaries that in case of any variation, teachers would have to payback the amount of variation.

  • Maharashtra seeks Rs 11000 cr package from Centre
    Maharashtra
    has sought a Rs 11,000 crore special financial package form the Centre to fight drought across the state, mainly the paddy belt and main kharif crop of soyabean. "The chief secretary has already forwarded the request," state agriculture minister Balasaheb Thorat said here on Friday. Thorat, who is also guardian minister of Nagpur district, rushed here to review the swine flu situation even as five HlNlpositive cases were reported in the city till date.
    He said the government has already declared drought-like situation in 157 talukas in the state where rainfall has been scanty. "We are hoping that it rains a few spells in the next week so that the standing crop is not affected. But divisional commissioners have been asked to update with the latest situation and if situation worsens with the extended dry spell, the matter would be up discussed again in the state cabinet and more talukas could be declared drought-hit," said Thorat.
    The minister confirmed that paddy transplantation could not take place in over 30% areas in paddy belt of eastern Vidarbha. "This paddy belt traditionally used to have an assured high rainfall but the situation is alarming this time," the minister added suspecting it to be part of global warming phenomenon causing drastic changes in climatic conditions. The minister's observations echoed widespread concerns that surfaced in the extensive coverage by Tol on the droughtlike situation through a series of features this week after its correspondents toured the affected areas in the region and the country. "It hardly rained in June and July rains proved deceptive as sowing was completed in 99% of land under cultivation when the skies unexpectedly went dry," explained Thorat.
    Maharashtra is a major farming state contributing to the nation. While cotton was sown in 33 lakh hectares, soyabean in 28 lakh hectares, Thorat informed. "But poor rains may cause at least 30% drop in crops like soyabean and paddy," said Thorat.

    * July 1 05: These days AICTE is very concerned regarding the quality of teaching staff in many of the private colleges. Currently it provides support for faculty enhancment whereby faculty from these colleges got to an NIT, IIT (etc.) for a higher degree. One side effect of this is the colleges lose their good faculty, even if temporarily. AICTE should help in the establishment of graduate institutions in areas where there is a large cluster of engineering colleges. The CTC-BBSR area is a good example. It has 20+ engineering colleges, with no colleges (with the minor exception of 2 degrees at KIIT) that offers Masters degrees in Engineering subjects. By having at least one graduate school in BBSR-CTC, the teachers at the 20+ colleges can pursue a higher degree part time, thus with less of a loss to the college they are employed at. Such a scheme will do wonders for the faculty improvement goal of AICTE.
    * 12th Aug 2005: Considering that the government colleges such as CET and UCE are so popular (see ranking above) and the fact that now-a-days loans are easily available to engineering students, the Orissa government should hook up with a couple of banks, borrow money to upgrade the govt colleges (such as CET and UCE), increase the fees at those colleges to 80% of the private college fees to serve the bank loan, and guarantee loans (though banks) to all those who get admission. The government should wisely use the resulting fund to improve the infrastructure of these colleges. With this source of money and the fact that, government does not have to spend money on land, and there is already a budget for the exisiting faculty, there is no reason why CET and UCE can not have the infrastructure of KIIT or ITER or NIST.

  • Initial learning program(ILP) at TCS
    My happiness knew no bounds when I got through TCS and Infosys. I had to make a tough choice. I opted for tcs, as there was a bleak opportunity of getting back to my hometown ‘mumbai’. I booked my tickets to Trivandrum for the fourth of September. The atmosphere at home on the third was serious. My family made it sound like I was going to fight a war on the Indian border. I never heard so many sermons even when I ventured into my teenage. Here I was all set to enter the big bad corporate world. Dad said, “Keep your eyes open and mouth shut. Think ten times before you speak”. And trust me it was one difficult task for someone as garrulous as me to actually keep my mouth shut. Sister said “ Don’t be manipulative but be smart enough so that others don’t manipulate you. BEWARE of sycophants.” With all the advices taken and with a bit of apprehension I embarked on my journey to the land of coconut trees (kerala). I wish the land was accompanied with a bit of culinary skills as well so that the food we ate could be a little delectable.

    Here I was in Trivandrum with a bunch of equally apprehensive people eager to make their mark in the corporate world. Met people with a variety of skills. Some were technically savvy, some were smart, some had great command over language, some were genuinely naïve, some thought they were gods best gifts to humanity and to top it all there were some who would not stop asking foolish doubts. But trust me, they were the only redeeming feature in the boring technical lecture. They were someone whom anyone would love to imitate and the best sources of entertainment in the software engineering lecture. And here I introduce you to the word that every software engineer fears and that is ‘software engineering’. The lectures were slower than boring ekta kapoor soap and they seemed never ending like the eternal soap ‘saas bhi kabhi bahu thi’. And given a choice I would rather watch the boring ekta kapoor soap than listen to the lecture. Other lectures were sought of fun like istd, pge and sac. But what acted like the icing on the cake was foreign language. Everyone loved it except the few guys who took their own sweet time to pick up the foreign language. But hearing them speak was another great source of entertainment. And among the other things that provided entertainment was the scenic beauty of kerala. I never witnessed something so serene, so beautiful and so exotic. Generally trips tend to exhaust you but these trips rejuvenated us nonetheless. What actually exhausted us were the studies for the mid terms and the tests. After a beautiful trip to the beaches what awaited back at home was a bunch of print outs of the slides that were tough to comprehend without my notebook.

    Days past by and so did the lectures and at the end of every lecture came the second most dreaded thing and this was the ‘feedback form’. Every engineer detested filling the form. Every one had blank faces and tried to grab snippets from the other and molded the sentence in their own sweet way and presented it. It was one tough job especially to remember how each faculty taught and what did it teach. It was simpler to remember salaam namaste’s imbecile story than remembering this crap.

    Now life was getting hectic. We had to get up at six in the morning. All the girls were ready on time and this time it was the boys who took their own sweet time. And even after that, they did not manage to look one degree better. We spent the entire day at the office doing our project or attending boring lectures. I would go back to my hotel room and there I was throwing my clothes in the room and slipping into my night suit. This was one moment I really remembered mom. She always yelled at me when I threw clothes on the bed. And here I was with my roommate who gave me competition. If I threw four she would throw five. This was when I actually realized the importance of cleanliness. Now my drawer is absolutely clean with all clothes ironed and kept in place.

    And finally the third most thing every engineer fears is the ‘MATC’. Everyone was keen on going back home and thankfully ‘MATC’ had been really kind with our batch. Almost everyone got his or her preferred location except a few. But one person that actually sent chills down our spine was ‘xxxx’. Everyone got so bored in her company. While having mundane conversation with her the facial expressions of most guys resembled as if they were suffering from constipation. The harder we tried to get rid of her, the more our efforts were in vain. Forget the guys even the girls who had considerable patience were now getting restless. Conversations with her were more boring and lengthy than a three-hour documentary film. We lost count of the boyfriends she had and we just prayed she never expatiated on her latest escapades. And here I felt like a true soldier fighting for the country as the moment the people who were getting bored with her got back to the hotel a warm welcome of flowers and paper balls awaited them.

    Now came the time to depart. I thought I was entering a mean world but here I met the sweetest people of my life. Everyone was so much fun to be with. We developed a sort of harmony. We got accustomed to each other. Somewhere love blossomed and somewhere friendship .The bad corporate world seemed to be really sweet. Everyone was always ready to give a helping hand. If getting back home was something that made everyone happy losing on such wonderful friends made everyone sad. I wish this ilp lasted longer. This wonderful phase of my life is etched in my mind like one of the most beautiful memories. Thanks all of u, for this amazing memory.

A very comfortable scenario for Infoscions, must say.

  • TCS Joining Date 2009 Batch All that freshers who got placed last year are concerned about now is their joining date. Offer letter has been already provided early this year. It has been just a few days since our semester exams ended. Results are soon to be declared within a few days. Me and my friends who got in TCS are all waiting when we will be contacted for our medical tests, a routine followed by TCS every year. Things are looking pretty good with respect to financial condition of TCS as they recently recruited about 250 freshers from the 2010 batch for their Cincinnati branch. It’s a matter of time now till we get our medical tests done and get our joining letters.

  • Allowances for Punjab govt. Employees
    The Punjab government today notified that the allowances the employees would get with revised salaries following the implementation of the Fifth Pay Commission.

    The Prinicipal Secretary, Finance, Karn Avtar Singh said that the revised salaries, with new allowances, will be effective from August 1 and the new salaries will be paid to employees by the end of this month.

    The Fifth Pay Commission report regarding new pay scales was notified. But notification for the allowances was pending.
    The government has decided to retain the old classification of cities, followed from 2003, for the payment of the house rent allowance. The revised HRA will be paid according to the old classification.

    For employees residing in cities with a population of 50 lakh and above, the HRA will be 30 per cent of the basic pay, while for cities within the 5 lakh and 50 lakh range, it will be paid 20 per cent of the basic pay. For employees posted in Patiala and Bathinda, the HRA is 15 per cent. For those posted in cities with more than 50,000, but less than 5 lakh population, the HRA will be 12.5 per cent, and those in cities or towns less than 50,000 people, including villages, will get 10 per cent of pay as HRA.

    The Principal Secretary further added that the notification on revised pension is expected to be issued tomorrow and effective from August 1 and the revised salaries as well as allowances will create an extra burden of Rs.250 crore per month for the government.   • Teachers 6th Pay Review (UGC): Issues & Opinions
    University Grant Commission constitueted the VI Pay Review Committee to recommend improved pay structure and other allowances and facilities for teachers in colleges and universities of India. Purpose of this whole exercise was to rope in the talent to teaching field and retain them in future in the same profession. The committee submitted its report on October 3, 2008. India is realizing the fact that investment in education sector today will pay tommorrow. However, top brasses in Indian heirarchy always fail to understand it and do something that makes mockery of all the visions and future plans.

    As per the media reports, the Committee recommended an increase of more than 70 per cent in pay and allowances for the teachers. However, this increase was not uniform across the board. For certain posts, the proposed hike was more than 90 per cent and for some less than 30%. The UGC panel, headed by Prof G K Chadha, submitted report to the UGC chairman Prof Sukhadeo Thorat. According to the report, a faculty member will join as an assistant professor, not as a lecturer as earlier. The teacher at the entry level will be entitled for a grade pay of Rs 6,600 and will draw a salary between Rs15,600 and Rs 39,100 (See the report highlights). A lecturer's pay scale at present is between Rs 8,000 to Rs13,500. For assistant professor, assistant professor (senior scale) and assistant professor (senior grade), the pay scale will be between Rs15,600 and Rs 39,100 while the grade pay will vary. A teacher will be entitled for annual increment of three per cent of the basic salary with compounding effect. Teachers with good performance record can get four per cent annual increment. The committee has recommended a new band pay between Rs 37,400 and Rs 67,000 for professors against the existing scale of Rs16,400 and Rs 22,400.

  • Judicial Pay commission : Padmanabhan committee submits report, three-fold pay hike for trial court judges.
    In what could be the biggest ever salary hike for lowly-paid trial court judges, the Supreme Court-appointed National Judicial Pay Commission (NJPC) has proposed more than three-fold jump in their pay that translates to a monthly increase of Rs 20,000 at the entry level.

    Less than three months after being appointed head of the second NJPC, Justice E Padmanabhan, a former judge of the Madras HC, submitted his report to the SC proposing an average 3.07-fold hike in the existing salaries that was recommended by the first NJPC in 1999. The recommendations of the first NJPC headed by Justice Jagannatha Shetty had entitled civil judge (junior division) starting salary of Rs 11,775, civil judge (senior division) Rs 15,200, district judge (entry level) Rs 20,800 and district judge (super time scale) Rs 23,850.

    With the increase proposed by the second NJPC, the starting salary of a civil judge (junior division) is expected to be around Rs 35,000, a hike of nearly Rs 24,000. As per Justice Padmanabhan’s recommendations, salary of civil judge (senior division) would be around Rs 45,000, which means a hike of around Rs 30,000. Similarly, the salary of district judge (entry level) would be around Rs 60,000 and that of DJ (super time scale) Rs 70,000.

    The logic given by Justice Padmanabhan, after extensive research and hearing of parties almost on a daily basis, was that the first NJPC had recommended salaries of the lower judiciary keeping in view the then salaries of HC judges which was fixed at Rs 26,000 and that of HC CJ at Rs 30,000, SC judges at Rs 30,000 and CJI at Rs 33,000. However, with the CJI and SC and HC judges getting more than three-fold hike in their salaries, the second NJPC thought of applying the same logic for trial court judges.

    The salary structure for the higher judiciary got changed with retrospective effect, as the government in January this year agreed to revise the salary of HC judges to Rs 80,000, HC Chief Justices Rs 90,000, SC judges Rs 90,000 and CJI Rs 1 lakh.

    The appointment of the second judicial pay commission had come through a judicial order of the apex court on April 30 in an application filed by the All India Judges Association.

    SC seeks states’ response

    The Supreme Court on Tuesday asked for response from all states, UTs and High Courts to the recommendations made by the Justice E Padmanabhan Committee, the most prominent being over three-fold hike in revision of salary of lower-judiciary judges.

    Appointed by the apex court in April this year, the Padmanabhan committee placed its report before a Bench headed by Chief Justice K G Balakrishnan. It has also called for an increase in the pensionary benefits to those judicial officers who retired before January 2006 and those after it.
